Shirley Rodrigues Press Release

Shirley Rodrigues, Former London Deputy Mayor for Environment and Energy, Joins SSC Advisory Board

November 19, 2025 – The Smart Surfaces Coalition (SSC) today announced that Shirley Rodrigues, former Deputy Mayor for Environment and Energy in London, has joined its Advisory Board. Rodrigues is a world leader in advancing city-scale climate action.

During her tenure as Deputy Mayor to Mayor Sadiq Khan, Rodrigues implemented London’s Ultra Low Emission Zone, the largest clean air zone of its kind in the world, cutting roadside nitrogen dioxide pollution by almost half. She also led the production of a 1.5°C-aligned Climate Action Plan and accelerated London’s net-zero target from 2050 to 2030, becoming the first global capital to declare a climate emergency. Under her leadership, London delivered landmark programs in renewable energy, energy-efficiency retrofits, and sustainable mobility, while mobilizing over £1.1 billion in green finance to drive the city’s circular and low-carbon transition. Further, Rodrigues championed nature-based solutions to strengthen the city’s resilience—overseeing the planting of more than half a million trees, reintroducing beavers to London, and commissioning its first Climate Resilience Review.

“I’m delighted to support SSC’s mission,” said Shirley Rodrigues. “Smart Surfaces offer cities a powerful, integrated toolkit for climate resilience. I look forward to helping SSC and its partners expand this transformative approach globally.” Rodrigues will advise SSC on international partnerships, policy design, and city implementation strategies as the Coalition expands its work across the US and Europe.
